Default P0141 with new o2

My inspection is overdue and I've been running a bung-plug in place of my secondary o2 for nearly the past year. I recently ordered a Denso o2 as a replacement for my inspection (and to reclaim some gas mileage..)

Brought my car in to be inspected and it threw a P0141: Sensor heater malfunction bank 1 sensor 2. Now seeming as this is a brand new sensor I'm not sure what the problem is, I've checked all wiring and everything seems up to par despite a little dirt inside of the harness which I cleaned out with a Q-tip. Reset ecu via battery, fired her up and ran with no CEL til warm. Restarted and CEL came back.

What to do? I'm not sure where to go from here as I don't know what else takes part in the loop for the heating cycle, or if I just got a bonk sensor, anything? Does sensor 1 take any part in it/potential problem in #1 maybe? I'm clueless, thanks for any help.

Sadly, just because a sensor is new doesn't mean its good.

I'm not sure of diagnostic procedures but perhaps the ECU isn't engaging the O2 heater circuit?

Sensor 2 is just to determine condition of the catalytic converters, I don't think it plays any part in fuel trims as Sensor 1 is a wide band sensor all in itself and shouldn't need any information after all the excess fuel is burnt off through the converter.
