Default Emergency brake issue

So I've been stuck for a bit on this. I have a 99 2.5rs and the parking brake shoe on the drivers side of the car does not move. The passenger side works fine, and I have tried adjusting the shoe with the adjuster on the bottom and tightening the ebrake cable. Currently I have most of the drum dissembled. When the ebrake is pulled and any force is on the shoe it does not move at all. When I let the shoe hang and pull the ebrake it moves so I know the cable is ok and doing something. It is just when it is all assembled there is no movement in the shoes whatsoever when the ebrake is pulled. Thank you in advance for any help.

Update: I noticed the lever that is supposed to move when the ebrake is pulled is hardly moving at all, so the shoe is not getting pushed outward.

How's the hardware look for it? Maybe try cleaning it up or parts stores sell kits for cheap

It is a bit rusty. I'll let some pb blaster soak in overnight
