Replacing 03 WRX Wagon fogs

So I picked up an 03 WRX Wagon & it has the yellow fog lights. Which I've never liked. This sounds a bit dumb but how do I get the fogs out? Doesn't the bracket have 4 screws? Because I can't get a tool small enough into the bottom left screw to get it off. I feel like I'm doing something completely wrong.

Its only 3 screws 10 mm will work ,1 is for the adjustment,
