Default Do I have a good deal

Hello, new to Nasioc
Im looking to buy a suby, a nice and powerful suby

I'm actually running a suzuki esteem 2001 1.8 manual, I really don't have real issue with it, but id really like to get a suby. We have pretty intensive winter here in quebec, and awd is just cool. (I plan to keep my suzuki for the moment till I see how reliable the suby is, also do delivery with my suzuki)
I am a student, with a student job, but i have plenty of money to buy a new car and pay school for the next 3 years.

So I saw a 1997 legacy swapped v4 sti (ej20k)
The guy, built the whole car, repaired rust, clean body.
3'' exhaust, tein lowering spring, Hks ssqv blowoff valve.
Winter tire and summer tire on mag.
The guy says it need a speed sensor and the speed cluster don't work for the moment ( it used to work).
Here comes the good part:

The guy blow the ej20k block, and put an ej22e form a N/A car (was sohc)
So now it's running an hybrid ej20k head + ej22e block (cometic head gasket)
He has the Sti v4 type RA (75) ecu which is the stock eco for 97 sti (100 octane as I read)
The car struggle a bit to start, but doesnt seems to be very bad (code 24) (video form the guy: http://www.ottawasubaru.com/forum/viewtopic.php?f=6&t=31662&start=30#p337332)
The second video is his missfire problem(my friend told me its probably a bad timing for the timming belt)
Motor cut at 4500 rpm due to the speed sensor according to the seller (Im not sure its because of this)
The forum build log I linked is form the seller, hes kinda really nice to give me the link)

So he is selling the legacy sti, for 3200$.
Block has 140k km, and the car has 240k km
floor are clean, every thing is electrical...
I don't really know much about mechanic, I read tho.
Is it a good car, is the swap reliable?
My friend told me that it would need an ecu, and a tune up for the 91 octane and to ride it safe.
What do you guys think?

I'd walk away from that car though...

I wouldn't buy it. It'll cost you a ****load of money in the end . For all we know, the owner had no idea what he was doing, build thread or not. Look around for something stock or close to stock.

Run as fast you can from it, unless you have plenty of time and money to get it run right. I will look something else.

This is one of the questions we cannot answer.

Read the stickies in newbies and in general.

Get a professional to look over the car and provide a pre-purchase report.

Assume anything that isn't right and not explained is a MAJOR problem that is the reason the car is being sold and will be very expensive to fix.

Plenty of red flags on that car. I wouldn't touch it.
