I was wondering if I could run the Cobb ap stage 2 on my 2011 wrx with an electronic cut out/dump pipe instead of a full turbo back exhaust or would I need a custom tune for that?
Thanks for any help, completely new to this stuff

Yes, but as Bill said it is the very minimum requirement for Cobb's Stage 2 map. You would be better off also installing a turbo back exhaust as well.
