Default Helppp!!! Stumped p2109!

So i bought my 04 fxt about a month ago. It has a brand new ej257 block from subaru and everything freshly replaced. Drove home a 2 hour drive fine without getting on it since it needed a tune for the mods on it. ( mods list below ) Went to get a tune and under heavy loads it would hesitate and sputter. Threw misfire cyl 1 and went back to check plugs. All plugs checked out. Went home to sort through issues and started with a boost leak test. Found a leak where the tgvs met with the fuel rail. After 4 days of trying to fix the leak i decided to just upgrade and get perrin rails. Right before going through with install of rails, i started engine and was still throwing a cel like it has been. But i noticed that the car wouldnt rev over 2500 and throttle response was little to nothing. at WOT it would slowly raise to 2500 and nothing more. Hoping it was due to the leak i continued. Installed rails and got everything together and all leaks gone. Problem still persists with the throttle except now wont go over 2k. Got a friend's scanner and got code p2109. Replaced throttle body/tps with known working one with no difference as well as a new gas pedal with dbw sensor and tested working ecu. checked relays, checked connections, checked grounds, nothing stuck in throttle plate. researching for days and trying to diagnose everything we can. still nothing. I'm completly stumped right now and can only think of wiring left. I need help bad and just want it all running correctly

New ej257 block assembled by subaru
Completely cleaned, worked, and coated heads
STI exhaust manifold
FMS uppipe
New fms braided avcs and turbo line kit.
New fms thermal coated downpipe.
New straightpipe ss exhaust.
Fsm thermal coated tmic.
Perrin inlet.
SPT intake.
Perrin v2 fuel rails

If it physically will not go above 2500 rpm that sounds like a tuning issue.

This is all during idle. With the no throttle response, it doesnt really drive.

while your checking around the intake manifold please eyeball all motor grounds
are secure and actually bolted to chassis.

vacuum leak around fuel rail to tgv most likely from improperly setted injector...
o-ring issue.

Have checked the grounds and they are secure. Even checked for continuity. Seals around tgv and fuel rails are fine now after the perrin rail install. Going to take it all back out and inspect the harness more thoroughly later today.

Have you tried to reflash your tune? I know the valet mode doesn't let you go past 2500. Are you able to make a video? I have a feeling this is going to end up being something stupid.

Well I didn't reflash the ecu but I replaced with a factory ecu and still the same thing. It's definitely something not right because its a real slow rev to 2k and only at wot. Barely anything if I blip it.

I have searched and searched. Everything I find they had different reasons like things stuck in the throttle plate or ground was loose. Wouldn't post unless I'm really stumped. Like now.

Well, with a new ecu, that pretty much rules out anything not under the hood. Have you checked all the fuzes and relays under the hood? Gotta be something silly. Do yo have anyway to log it. Pehaps an accessport or actron autoscanner. That at least will give you a visual on the tps, among among other things.

This guy had a similar issue. He ended up swapping relays under the glove box (post #9). Maybe give that a try.

Did that with no change. When we swapped them we noticed the fuel relay clicked every time we turn the key on and off. The relay for the throttle only clicked once and didnt click anymore after that unless you take it off and put it back on. Is that how it should be? Would that be wiring? I really don't want to dig up wiring from the dash if I don't have to...

Also noticed when ac is turned on it surges up and down between 1000-1200

I am having the same problem. It is intermittent with me so I can still sometimes and usually drive the car but it drives me insane. I have had to wait places for 20 minutes before it "fixed" itself.
Another syptom- Does it either work or not. When I start the car it either will be fine or go into this limp mode and turn CEL on.
One thing that has helped a couple times, but also failed many times, Is when I reset engine codes, I have about a 40/60 of the car then driving.

I replaced the harness under the intake manifold and it worked fine after. Not sure where it was wrong but didnt want to go through it all to test and find out.
