My 05 had screws straight into the bumper plastic. 4 years later the secureness of the licence plate was questionable at best. Every few months I retightened the screws.

If the plastic bumper is designed to hold screws securely then why bother molding in the JDM mounting holes? Because drilling into the plastic is not a secure way to mount a license plate.
This is definitely a shortcoming that SOA should address by giving me free stuff!

The bumper on my Bugeye had extra plastic behind the dimples to provide more area for the screws to bite into. I'm willing to bet the newer bumpers have the same extra plastic.

The car is federally street legal. 19 states do not require front plates at all, and the remaining states either do or don't dependent upon the type of plate. Subaru can't plan for every contingency and state/local registration requirement.

After closer inspection I did find two very small circles/rings on the raised plate mounting surface that lined up exactly with the pre-drilled holes in the license plate. I'm guessing this is where they want you to drill into the bumper.

I chose to go the well nut route.








I picked a bolt that had extra length and bought some plastic spacers so the plate isn't pressed against the bumper.
The well nuts do a good job and the plate feels very secure.

This is the screw grommet Perrin uses to mount the license plate delete which uses the factory bumper holes
