Default Question about headlight refinishing (yes, I've searched)

I've read many of the threads about headlight restoration, but I have a question that I'm hoping some of the bodywork guys or paint guys can help me with.

So I had the common headlight haze that I would periodically buff out and coat with wax. I finally decided to nip it in the bud and do a urethane coat (Helmsman Spar Urethane).

My question is this: When prepping for the urethane coat, do I...

a) sand the headlights, finishing with 2000 grit (where there still might be a slight haze) and then coat with urethane?

OR

b) sand the headlights, finishing with 2000 grit, then buff the lights until they are clear, and then coat with urethane?

Do the headlights need to be crystal clear before I coat or not?

A. I don't go to 2000 though. Not enough bite for the clear.

Okay, I'll skip the 2000. I'm really just wanting to know if the urethane will make the headlights clear since it (in theory) should fill in the micro scratches or if the headlights need to be as clear as I can get them before coating.

I would hate to coat hazy lenses only to have them dry and still be hazy with a clearcoat on them.
