Default NC how to transfer title?

Can someone fill me in on how title transfers get handled here? I am an out of state buyer meeting another out of state buyer at a halfway point. In PA we have auto tag stores that take care of everything and transfer the title. Any help is appreciated.

Have the title notarized to be safe if PA requires it when you meet him.
You can't go to DMV here in NC if neither of you are residents of NC.

Take notarized title and bill of sale and whatever requirements PA has to your PA dmv.

( 910) 347-1000 - That is the number of my local license plate agency who handles everything for titles.

I'm not sure NC will have anything to do with this, unless you will be registering it here. It's a little more relaxed then up North with DMV **** for the most part
