will 18x9.5 +35 fit or will i need spacer on an 02 wrx

Yes, they will bolt right on. I'd suggest some 25mm spacers all around!

Please do know that a wheel that size will make your username come true while it changes your final drive to increase the odds that you will snap a gear and need a new transmission.

Engaging serious answer mode:

In all seriousness they will fit with coilovers probably not stock struts. You will need about 2.5 degrees of negative camber front and rear and your fenders rolled (flat), possibly even a light pull. If you put spacers of any kind on they will not fit. This is an extremely aggressive LOOK and will not be very functional. You could run 18x9.5 et 38 and be able to put 255/35/18 tires on with about 2.0 negative degrees of camber and be more functional, but with the et35 you will need a 235/40 (or possibly 225/40) width tire (that is a stretch for this width of wheel, and reduces your cornering with stability and efficiency greatly, and is also frankly not safe imo)
