Default Engine Fans come on with High beam switch

Hello everyone, I am fairly new to this site but I have done a good amount of reading since i joined. My girlfriend recently got a 2002 WRX and I have doing a few things for her on it. While I was looking for more things to fix for her I found that the Highbeams are not working. I checked fuses and they are fine, I then checked to see if it was a switch by seeing if they flashed when you pull it towards you. They still do not turn on. However, while I was checking I noticed that when I try to turn them on either way the engine fans come on and stay on. I am at a loss as to what would cause this. Obviously it is some eletrical issue but I was hoping someone here could point me in a direction to check. any help is appreciated.

I would suspect the high beams are burned out and you need to replace them. Have you checked out? If they are both goood then I susggest you check voltage at the high beams to see if that is ok.

I'm not sure what to say about the fans. That is pretty strange. I would guess there may be a grounding problem that might be causing the trouble.

So this car just got a lot stranger. For the lights I checked for voltage at the bulb clip and dis not see a change when highbeams were turned on and off. She has also been having issues with the fog lights, horn, dash clock, and cruise control. I have checked all of the fuses and relays and theybare all fine. I am not that experienced with electrical work so I am at a loss. And to add to the confusion we were driving judt now and noticed when you turn of the lights using the switch on the steering column the speedometer stops working?!?! I'm wondering if this car's wiring harness is the wrong one or somthing.
