Default Who does ECU bench testing?

My front o2 sensor rubbed on the body and 2 wires definitely grounded to the body. Now my ECU pin for that o2 is putting out a different voltage every time I check it (ranges from 0 to 12v). Before I waste more time and money I want it to be tested, and hopefully copy my tune to another ECU if my current one is fried. I bought a vagcom cable but cant get it to work on my 64bit Vista laptop for the life of me. Im debating purchasing a Tactrix cable but have never messed with tuning/flashing and Im not sure if I want to start now.
