Default Surging idle w/ video example

Hey all, having trouble narrowing down my surging idle issue, this is what it sounds like.

It will either rev up to 3k while cold, or when warm, surge from 1200-2500 like in the video in neutral, or in gear. Manual transmission.

This is a Phase 2 EJ22 with an EGR delete performed. We've removed and cleaned and got a new gasket for the IACV and checked that we don't have any vac leaks.

Thoughts?

IACV most likely. Neutral safety normally causes a no crank situation. Take apart the TB and IACV and give them a good cleaning.

Check the pins in the connectors for any corrosion, or any wires that are bare and rubbing together.

I _think_ it has has the EGR delete done, would this have impact on the idle in this way, or this is all IACV / Neutral Safety Switch issues?

Cleaned out the IACV and it mildly improved the situation. Car now will occasionally idle around 1500 (but rough and jumps 200-300 revs at this RPM)

Anyone have other thoughts?
