Default Data logs help: laggy and not reaching target boost

Hey guys I recently (3 days ago) put a CNT cat less down pipe on my car and reflashed the ECU with a cobb accessport to stage 2 v310 93 at first then was only hitting 13-14 lbs of boost and then reflashed with the HWG OTS map stage 2 v310 HWG 93 but that only brought it up to 15.5 psi. The car also seems a bit laggy under 3500 rpm and it shows it in the logs. I felt as if the car was less laggy before the reflash and dp on a stock map. I don't know very much about WGDC but I didn't think the percentage was suppose to be anything besides 0 until I build more boost then WG spring but in the logs it shows it at 99% when its building only .37 psi. I may be wrong with this but can someone please take a look at the attached log and tell me what they think?
2005 WRX 2.0L
Mods:
CNT catless down pipe
STI catless up pipe
no name 3" cat back ( was on car when I bought it)
Perrin adjustable recirc valve

Where are you located? I've definitely seen altitude contribute to lower boost levels. Do you know if the wastegate arm on your turbocharger has ever been adjusted? Do the fuel trims during normal driving show any indication of a potential boost/vacuum leak?

I am from ct and not that I know of besides when I tightened it yesterday one full turn didn't do much. And as for fuel trims I'm not really sure what you mean but I don't think I have a boost or vacuum leak it worked fine before the dp and reflash

Should I go for another turn with the waste gate arm? And can someone tell me if those waste gate duty % numbers look right?

So I adjusted it 3 turns tighter and now it was hitting 16.8 fairly strong/ consistently from 3500-5500 then went down to 14 untill red line. I adjusted it one more half turn and it only hit 16.4 then went back and forth to 15.4- 16.4 from 3500-6000. The waste gate duty cycle was constantly at 94.XX% down the board and AFR learning 1 was at 0 past 11 psi with both cases.

I don't know whether or not to:

1. Go back a half turn to be more constant at 16.8 psi?

2. Turn it one more half turn tighter making it 4 full turns to get closer to 17.5 psi?

3. The system isn't that precise and it could have just been a bad pull = leave it how it is now?

....it is also 87 degrees today and humidity is at 67% but then again I tried at night 77*/ 66% no difference

Your fuel injectors at 100% duty... Is that normal?

I'm not sure does that mean I'm maxingout the stock fp and I should up grade to the 255lph? 3.5 turns seemed to fix the problem close enough but in fifth gear it tends to over boost at WOT. I'm just going to leave it and be carful in the higher gears I really have no reason to floor it in 5th anyways
