I have to admit I like this a lot:

This is close to what I was thinking, but not quite there yet.

Can you make the swish small enough that it fits totally within the boundries of the state? Then, move the lettering up so that it is directly beside the state symbol. You might make the swish inverted (white on the black background. I also think I like John's choice of font better.

Just my insane ramblings...
