They can be trued. You do not want to turn them on a lathe. Technically you don't want to use a lathe period.

You want to have them trued using a mill or blanchard grinding.

It's best to use blanchard grinding, but a mill will work.

Yes,
We set up an Amco (US made) workshop disc brake lathe and using the slowest speed setting with the tools cutting from the inside diameter out. Only small cuts can be taken (0.004"/0.1mm) but it works well.
This was done on a training night here at DBA many years ago to show mechanics how it can be done without hassle.

I didn't realy think it was specialized just a different technique. It would take a little longer than plain discs so I would expect 25% more $ than normal.
What is normal in the U.S, I wouldn't know.
