Boost controller vs. UTEC

I have a bone stock '02 WRX. I know all the mods I want to do like turbo back exhaust, up pipe, CEI, full gauges & better grounding to start. So, what I'm unsure about is a turbo boost control unit (talking about a really nice unit...HKS-EVC V or APEXi AVCR) as opposed to a tuned piggyback ECU unit (Turbo XS UTEC is what I had in mind). Since both these items are a little pricey, which one should I opt for first or do I need to bite the bullet and get them both? Will the UTEC dramatically change boost controls alone with the stock solenoid? Also thought about the UTEC with a Boostmonkey control unit short term until I increase the turbo size? I have read some threads here since posting this same message on scoobymods and sounds like I may go with just the UTEC. All the closed/open loop talk I don't really understand so another ? I have is the TurboXS UTEC ready for us or are they still modifing it and will it come with a preprogammed "base map" based on the cars mod info that I give them?
