Default Turbo upgrade and suggestions on an 04 STI

So to start things off, I live in Maine and am currently limited to 91 pump gas (****ty, I know). Did get a good tune in from Bren in Mass. I'd like to get close to 400whp without sacrificing too much reliability as it's my dd. I'll get meth if it's really necessary because I've heard many mixed opinions. Thanks in advance for any responses!

Mods:
Wisco 99.5mm pistons
Perrin inlet and maf
knock off turbo xs top mount
jmt td05h1 turbo
Aps Cai
turbo xs catback and bellmouth d/p
turbo xs uppipe
cobb 3 port boost controller

Note*****: turbo on it is 20g but is junk. Was tuned to 21psi but moves no air and makes 290whp.

I have a blouch dominator 2.5 on my 04 STi. Its a bit larger than I would have bought myself for daily driving (it was on the car when I bought it) but I think it spools fast for a turbo that size.

They say it supports upto 28lbs and 490hp. Ive never been on a dyno and Im not trying for anything close to that on a commuter car.

91 octane is tough but doable. I think you'll need a fuel pump as well as a better turbo. A quality 20G turbo should get you close.
