Yes you have a PCV valve.

The oil you are seeing is most likely coming from the oil breathers on the valve covers & crankcase breather below the intake.

It is normal to get some oil mist. It's usually sucked back in the intake and burned.

The PCV valve helps this whole process and is basically a check valve, and will open & close depending on vacuum conditions.

If you pull the PCV valve off, and shake it....it should make a noise & you should feel the plunger inside move around. If it doesn't, it's most likely bad. Just get a new one....they're like 5-8 bucks at your local autoparts store.

hum light smoke? out of the hood area I'm geussing?

I had my Crankshaft and front Camshaft seals replaced at 70k miles. It's a common problem in subaru's for oil seals to go bad. I'd bring it by the dealer just to see what they say. If you are comfortable working on your car, then pull the fans, and timing belt covers off, and visualy inspect the seals for oil leakage. Also ask them about a leaky oil pump.
