Default Need serious help

Something is wrong with my car and neither the dealership nor I know what's broken. The car has lost most torque and while it will get full boost it takes up to 4500 pm's to hit full boost sometimes, and is sometimes stuttery on the way up. Also the blowoff valve has gone to the crapper most of the time unless I rev really hard really fast. None of this really happens in first year though which makes no sense. At first I thought it was the hoses but they checked those. I thought it could be the BOF but it seems to be ok to. We even checked the air filter but it was good to go. The subaru guy doesn't know to much though but he thinks it's either part of the GReddy Profec B boost controller solenoid or maybe the wastegate. Anybody have any ideas?

How hard is it to change out the wastegate and where would i go about getting a new one?
