Default cel problem

well I finally have my track pipe on my car (header-back no cat,way too loud for street use)
um I can't get a hold of a cat inif. cel fixer (vender seems to have stopped selling them or somthing) so I was wondering how the ecu reads the probe. does it check for too much polutants or proper mixture cause I would think that if you left the 2nd sensor sit in the regular air outside of the exhaust it would think that there was no polutants and bling no cell light.
I know it compares the voltage from the 1st to the 2nd sensor but is there a too clean state?
just wondering cause I would like to throw a usefull cel (umm that didn't sound right).
