Well heres the situation actually haha I just got into an accident so it's time for a total makeover basically. Got 3 gold bbs's left. Considering just selling the three and buying a set of these instead of buying a 4th bbs.

The widest Tarmac 3 is 18x8. We've ran the 18x8 +35 on our 06 STi and it looked awesome.

If i were to get 18x9 with a 35mm offset, and had my 2004 WRX lowered a little, 1.8 in front and 1.3 in rear, would I need to do any fender work so they dont rub or would I be OK to just throw 'em on and go?

I had to roll my fenders with 17x8.5 with 48 offset on my 06, basically anything 8.5 and up its recommended to roll your fenders so as not to rub. Front isn't needed as much.

18x9 +35 you have to roll the front and rear fenders on a WRX, there's no getting around it

Here's a picture of Intence's car with the 18x9 +35 G-Force. He has a similar drop to what you are describing

We had Hyper Silver Tarmac 3's on the car last week. The 18x8 +35 low offset setup was on the car a couple months ago

If you aren't familiar with rolling fenders I would highly recommend calling some local performance shops to see if they offer this service. If you feel inside the fender there is a little lip, you want to "roll" this lip up until it is vertical and flush with the rest of the fender. There are special tools meant specifically for this to make the job easy and effective.
