Default hood scoop paint oxidizing

I am very good about washing polishing and waxing but my hood scoops paint is beggining to oxidize or kinda melt from the rear edges to the front edges. is anyone else experiencing this or is it just me?

There is a great guy in sammamish that could repaint your scoop for a great price. He is a suby owner and hooks most of us up. Alas I dont remember his screen-name here. But his real name is Mark... Not that that helps any
