The JDM V5 STI cluster will PNP into my MY99 RS. but, the down side is that the mileage will be calculated into km.

no warranty for me..... That ended the first day I had the car. AND, I'll never sell my car off.... so true mileage does not matter, but good thing I snyced up my mileage to the new cluster.

-V5/V6 clusters will plug right into a 99+ RS with no problem.

-V4 cluster will plug into a 98 RS, but the pins dont match, so the cluster won't work.

-V7 cluster will plug right into the WRX no problem.

Not actually true.

I have 2001 RS and a Version 6 cluster. While the wires will plug in, the speed sensor signal from the ECU and tranny is different. The speedo will not move smoothly and the appears to be off about 10-15%.

I just won a very cheap '99 WRX UK cluster with the center RPM (7500redline). It has the 3 green plugs as on my '99 OBS ..

same year, same plugs, 2 different regions. I'm eager to see if it will plug in.
