What headlights did you install? Did you use an adapter harness?
If there is a problem with how the new lights are wired to the factory connections it could cause the fogs to stop working. This is because the fogs are wired to work only with the low beams, and if the lights are mis-wired in such a way that the high beam circuit is being energized when the low beams are selected it will prevent the fogs from operating.
If you used supplied plug-and-play harnesses with your new lights it is possible that they were not wired correctly. This is unfortunately a common problem.

Unless that harness was designed for a ground switched control system you could have problems. Subaru switches the ground side of the circuit, not the hot like many others.

But which headlights did you install?
By any chance are these the $150 ones, if so there is a known problem with the harnesses not being wired correctly.

Ok, I helped someone with these a while back. The problem was that the black and red wires in the harnesses that plug into the car are reversed. If you swap these wires on both headlights everything should work correctly.

Someone just told you the wires on the harness are backwards... Seems you should try swapping them.
