remove :

grill
lights
then bumper....

after you get the grill and lights out...
start working on the 16-odd bumper clips holding the bumper skin on...

soon as you get the skin off the beam is sitting right there...

it's not too tough... just a lot of clips to remove
good luck

Don't worry about it even if it doesn't. Washington requires them too, but I never use it and never had a problem with not using it. Just keep it in your car while you drive.

See this thread: http://forums.nasioc.com/forums/show...=950695&page=2. It should help you somewhat. Also search Scoobymods.

thanks, KB21! Helped quite a bit.. fortunately I didn't really need to remove it completely after all, though. what happened was I dropped a screw down into the lower bumper, but just loosening the passenger side and rolling down the fender portion in the wheel well exposed it just enough so I could search and reach in for it. I noticed the air resonator/silencer/muffler box in there too.. hmm... now I'm getting the funny idea of removing it.. anyone know HOW much louder they get?
