Default Best Parts for N/A Build up!

I have a dohc MY98, and I was just wondering:

What're the best parts for badass power?

What kind of power can I expect?

How much will it set me back ($)?

1) turbo kit

2) 200-250hp or beyond

3)$2-5k depending on kit

Normally aspirated?
You can spend $600 on headers, $500 on exhaust, another bazillion $ on cams, flywheel, head work, underdrive pulleys and get...maybe 185-200hp.

Sad but true, building a n/a Suby motor is a losing proposition.

Here is the "everything possible" N/A build up plan. This is my engine which is being installed as we speak (er...type) and the car will be back to me tomorrow if all goes well.

strommung cat back 2.25"
random tech high flow cat
borla headers
cobb cai
UD pulley
Closed deck block
lightend/balanced/knife edged crankshaft
custom billet con rods from Oliver
custom 11:1 compression pistons from CP (coated for future nitrous use)
Bored out to 2.55+ litres (torque plate boring)
custom ported and poished cylinder heads
Cobb racer camshafts
ported/port matched intake manifold
Cobb springs
Cobb retainers
custom made stainless valves (3 angle valve job)
fully blurprinted
fully balanced
Tuned with Unichip
Redline set at 8,000-8,500 rpm
9lb flywheel
ACT clutch
STi engine mounts
STi tranny mounts
ARP Head studs...not bolts anymore.
Upgraded fuel pump
SVX fuel pressure regulator

NotAnRS- Its not a losing proposition, this will make over 250hp. I do understanfd the cost/benefit ratio, but im just showing that it can be done if done right.
