Default Best CHEAP(ish) effective -non EXH mod for 2.2 Legacy?

My boss has a 93 legacy L 2.2 FWD automatic. he is looking for just a little something extra, he does not want to make the car noisey(CAI noise is ok with him) and does not want to spend more than roughly 200 bucks.
I am thinking he has only 2 options

Lighter/smaler crank pulley

or

An intake of some sort

Which of these would be most effective, and where can I find either of them for him? Google is coming up with squat for an intake and I have only found a pulley for 210 bucks +shipping from Unothodox racing direct.
I am thinking a crank pulley is the way to go for him, as it will relieve some of the load that low hp motor has to spin, and would give him a bit of low/mid punch.
Am I even close to right?
