if u put in a fmic and your boost went down that is where your issue is. the boost really shoulda gone up if u replaced your stock topmount with an after market freer flowing fmic. that would tell me that you have a leak in the 45 miles of hose you added for your fmic. try removing the hosing and reinstalling the tmic and see if you get your boost back and lose the turbo lag. or try to tighten every connection. if you do try the old tmic and have adjusted your abc already be carefull you dont overboost.

on my initial turbo convertion to my supra i had a simmilar issue with 4 lbs of boost and crazy lag. i had a hose leaking that was totally impossible to tell but when i went though and took it all off for emmisions i found one hose had pvc looking residue past where the clamp was which i assumed was the location of my leak

The boost shouldnt drop to much, if it did then check your hose clamps. You just get more lag with a FMIC, thats all.......

As for flutter, read this. I just posted this in another thread below this one where a guy heard the same noise...:

The flutter is coming from the turbo. Its NORMAL. Believe it or not, its your wastegate.

I know this because I had your almost your same setup (just different exhaust parts) and I got that wierd flutter / chipmunk laugh sound when I shifted and also when I built a little boost and let off the throttle.

I always thought it was wastegate flapping but no one believed me. Well I switched to a PE1820 turbo and the noise has gone away. It must be something about the VF30's that make the wastegate so noisy.......

To make sure that I'm not wrong here, take a drive in your car and listen for the BOV. If you hear the BOV go off and you also hear the flutter than you should be good. If you cant hear the normal BOV sound but you hear the flutter, then maybe its your BOV and the sound is compressor surging.
