Default Smoking turbo

Recently I purchased a used turbo kit and upon the first installation of the kit the car has been smoking. The shop that I have working on the car said it was because the turbo seals were leaking and they had a spare center housing for the turbo and they used that to rebuild the turbo with the new center housing. Well, I got a call from them today saying the turbo is still smoking and that I need to purchase a new turbo or have mine rebuilt. Of course they're more than happy to sell me a new turbo for $500.
Does anyone know what could cause this or if thats a common occurance? I checked the oil draining and it seems to be fine...
But someone said that since i don't have the tubes that were going to the old air air box rerouted into the new air intake I could be causing a positive pressure in the oil pan causing a back pressure that could be preventing the oil from draining into the pan. Do you think this could be the case? Or is it just more likely that the turbo is shot?
Please if you have ANY other ideas feel free to share. I've been without my car for way too long as it is.
Thanks.

When i installed my turbo, it smoked from the turbo. But it was an oil leak from underneath the turbo from the oil return line and it was dripping onto the headers. You should go and smell the smoke and take a look at it yourself. The oil leak was hard to spot but that was the reason why it was smoking from there. It can also be an exhaust leak.

The turbo is a Garret T3 and it's currently down at Rallitek. Rallitek is where the car is but most of the work is being done by a place called GPMoto. They're good people but still I don't want to get a new turbo and have the same thing happen.
