Post A/C blows out the wrong vents

The A/C in my SVX blows out the defroster vents and floor vents. I can't get it to blow out the normal vents

Does this happen in all the climate control settings, like auto/ vent/ defrost? Also try to adjust the temp way up to max temp for 5 min and then down to 65 and see if that makes a difference in where the air goes. I remember reading somewhere that at a certain temp setting the flap for the center vents gets shut off, but I don't remember where that source was.
