Default horn stopped working

I have a 95 impreza lx coupe. the horn won't work, and i've checked all fuses, and the one relay i can find. the actual horn will work when given juice, but im geting no power to the horn when pushing the button on the wheel. there's supposed to be a horn condenser, but i can't find it. please sombody steer me in the right direction to solving this dilemma. i didn't pass inspection because of this, and cant drive my suby.

The condenser (capacitor) is on the wiring harness behind the glove box, with a black T-shaped connector. But it's unlikely to be causing the problem. It's connected in parallel with the horn switch contacts, to reduce EMI. One thing to try is to unplug the relay and check the voltages at the harness connector pins.

ok, is there more than one relay for the horn, or am i looking at the wrong one? right now my entire dash is off(practically) and i get voltage at the horn button, so i know im good there. trying to figure out which wires are which in the steering column is fairly difficault with no diagram, but i think i know which is the hot wire. with everything bundled up i can't seem to trace it back very far. you seem to know what your talking about, so i trust you. i dont think the condenser is the problem, but if you could help me figure out where the relay definately is, i'd really appreciate it. actually a wiring diagram for the horn circuit would be of great assistance as well. i have absolutely no manual of any kind for this car and i can't find one at any local auto parts stores. so even if i order one from someone, i won't get it anytime soon. if anybody knows of even a web site that i can see a diagram, please tell me. I need all the help i can get.

The relay is just hanging on the bulkhead harness by the left kick panel, somewhere near the fuse box. It's not easy to find anything there, but the horn relay is diferent from the rest: there are only three wires connected to it. The positive one feeds both the coil and the switched circuit. I believe the relay cover is gray plastic. I have a '95 diagram if you need it.
