Default ever a poll of chips or flashes?

was there ever a poll of what type of chip or flash has been used by people in these forums?

is cobb the best one if you don't want to risk reliability?

If you don't want to risk reliability, then don't get any. With every good that messing with your ECU brings, there is a bad...decreased reliability. Is this a proven fact, I would say no, but it follows good common sense: If a motor should last X years/miles at X condition, then the same motor modified by X should last -X over stock.

I am sure some are better than others, but there is really no way to judge this. If I were to rank them based on my crappy knowledge, I would say that reflashed ECUs such as Cobb's and Vishnu's are probably more reliable than other forms of engine management.
