ok basically i want my car running like mid-high 14s ASAP, so i need some help.
what mods would i need to accomplish this? i have a 03 RS and i already have a magnaflow muffler with custom pipping. i'm looking into the cobb cai, what else should i get? i'd really like low 14s, is this possible while staying na?

You are going to want to look into cams and maybe some headwork to get down to 14's. Intake and a full header-back exhaust could prob. get you to the low 15s.

Good start. Here's what else you need to run low 14s NA:
None of that will pass a smog check except the cat-back. The cams will make you even fail the sniffer test, so be aware of that. Otherwise, that will get you there. You could also strip as much weight as possible out of the car if you're really hardcore, but to be honest swapping cams is easier. If you do cams, heads, serious weight reduction, and some other small things like wires, plugs, ECU tuning, etc., you *might* even get to the 13s. Quote:

i've heard of low 15s with just intake. but anyways, i'm thinkin COBB CAI next, then headers, then cams. what about pullies? also what would be the best type of header and cams?

You don't cut a full second off your ET with one mod unless it's nitrous. Lightweight stock diameter pullies work ok, but light flywheels are more effective. Since you'll need a clutch eventually, just have the new flywheel installed at the same time. As for which exhaust and cams, see above post.
