It's one of those fuel swirl pot things. Maintains constant fuel pressure even on a low tank while going around corners.

Here is a translation of the Description next to it on their web site:

Fuel pump for game 50,000 yen The fuel it as for the chamber which puts the partition made of rubber prevents the fuel cutting at (*rortanc*) by to Ξ surroundings, and saving the fuel of about 1.5 liters in that sucking out. Drinking it is compatible with pump ASSY, and can install the bolt on. The game parts have been registered in JAF. Security standard acceptable goods.

last I heard it was just a high flow fuel pump with variable pressure of somesort...

That translation above makes no sense
