Default dyno tuning neccessary?

i was looking into the cobb tuning accessEcu---it says a reflash cost 395+ dyno tuning----now im not that familiar with the reflashing concept but is dyno tuning required?or even a more elementary ? ---what does a reflash do---i thought it remapped all your ****(air/fuel,boost levels, etc)--am i wrong --i just wanted to know if i could put the reflashed chip in be all set.....thanks in advance

Yes it remaps all your expletive, but to get the most out of any system dyno tuning is needed. However most cars run very well with just the remap and no additional tuning.
