Unhappy How to install Seat belt pad??

I know this is a stupid question but, I really like the Sti pads, the go with the Sti seats pretty good. Anyways, how in the world do you stick it in.is there a bolt on the bottom of the seat belt? etc...

sorry for my stupidity...to be frank, I never saw it in real life before, I saw it on ebay and just looked at it, i didnt know it had a velco opening behind it...
