Default What is this part in my fuel system. Can I remove this

I am taking all of my stock stuff out and running -8 fuel line from the fuel pump to a russell -8 fuel filter to my fuel rails. I removed the -4 fuel lines from the perrin fuel rails and put in -6 feed lines and -4 return lines. The return lines will goto my aeromotive fuel pressure regulater. What is this part that is on my factory fuel system. Do i need to place this back inline when i put my upgraded stuff on.

Supposedly it smoothes out fuel pressure while the injectors are firing and whatnot. Scrap it.
