I noticed my 2003 has the same plug, also disconnected. I was really curious to know what it is for so I connected 12 volts to it and then my trunk popped open and out came a trunk monkey! He was a little pissed off because he was sleeping and it wasn't an emergency but he chilled out eventually and got back in the trunk.

It's either a diagnostic connector, or the connector which you hook up when you put the factory alarm into valet mode

I do know that the green connectors under the steering wheel, when connected together, will read out any stored DTC's by flashing the CEL. Never tried it but that's according to the service manual.

Yup, it puts the car in diagnostic mode. Used by the techs.

you mean putting the alarm into passive mode. passive mode
allows the alarm to arm itself without having the owner using the
keyfob.
