Checking out the MSRP on the 2002 lineup, the 2.5TS Sports Wagon is $1500 less than a 2.5RS Sedan.
Looking at the descriptions, it may be that the TS is an L with a bigger motor, because it does not state that it has 16 in wheels or a sport tuned suspension.
But if it does have 16 in wheels, this could be the sleeper choice. The WRX Sports Wagon is $500 cheaper than the sedan. Go figure.

You were right with your first assumption
The TS will come as shown:
9" rear drum brakes
15" steel rims w/ full covers 195/60R15 87H
No Fog lights (RS Lacks them too)
Reclining Buckets seats (Not Sport-Style)
No leather wrapped steering wheel (Momo on WRX, Leather on RS & OBS)
No Cruise (All other models have it Standard)
No Rear LSD (LSD on WRX only in 2002)
So basically its an L with a EJ25
