Default Trouble with the law

I've been considering installing some aftermarket headlights on my 2003 wrx. The places that I've looked at buying from like Fastwrx and SPI motorsports say the lights are for off road only and are not legal because of not being DOT approved. Should I be conserned off being pulled over if I insall one of these sets. Any oppinions or experiences?

Any aftermarket lights are technically illegal as none are DOT approved and it's not legal to modify or replace your OEM headlights in any way. That being said, whether you will have any legal issues depends on the local codes and enforcement in your area, and also on how you install and operate the lights. If they are aimed properly and you don't drive around with multiple lights blazing for no good reason it's unlikely anyone will bother you. An OEM appearance helps too, such as painting the housings to match body color.
I have had Morettes with HIDs for over a year and haven't had any problems with the authorities.
