Default Swapping HID bulbs???

Can I swap bulbs in any given HID kit as long as the wattage numbers are consistent?

Assuming the bulbs are standard D2S or D2R bulbs, shouldn't be an issue. You may see a color difference in the bulbs though since they have not had the same run time and may be a different manufacturer. If you have a kit with a proprietary plug, like McCulloch, you have to purchase from them. Hope that helps.

As stated the electrical connection has to match. Also the mounting base has to be correct for your bulb type (H4, 9007 etc.). Further the HID bulb type should be proper for your light housings (D2R for reflectors, D2S for projectors).
Since all retrofit kits use HID bulbs that have been modified (base and sometimes electrical connection changed from standard HID configuration), replacement bulbs won't be an off-the-shelf item. Your best bet is to start with the original manufacturer/vendor of your kit.
As for wattage all D2S/D2R bulbs are 35W.

Well, that is the thing I am getting a kit for H1 and I want to use H3 bullb with it (HID bulbs of course)

Why do you want to use an H3 bulb?
No it will not fit, the bases are different. Don't try to "make it fit" either because the optical alignment of the bulb will be off and the light dispersion will be all wrong.

I also suggest to get projector headlight unit.

Putting HID in OEM unit will cause grare in oncomming traffic.

I already put some 8000K HID bulbs in the low beam headlights and they are fine (H1)

I want to put HID into the fog lamp projectors (H3)

I have a second HID H1 kit---I know that the H1 won't fit into the H3 fog lights on the 04--but if I get the H3 HID bulbs can I run them in the H1 kit that I already have (the same one I have in the headlamps)

So what you're really asking is if you can use H3 HIDs in your H3 foglights? Electrically you can as long as you get H3 bulbs that are compatible with your kit as I discussed above.
Physically there is no guarantee that the H3-based HIDs would fit in your fogs. They may be too long to fit properly in which case you'd be SOL. No way to know for sure without finding someone who has direct experience with the fitment on these, however you may be able to get an idea by inserting your H1 HID bulbs in the housing and seeing if they go all the way in without hitting anything inside. The HID bulbs are longer than the halogens, especially the H3s which are very short, so it's likely they won't fit.
Also there have been debates on the effectiveness of HIDs in fog lights, if you search this forum for old posts you should be able to find the threads. If you truly want effective fog lights you're actually better off with halogens and light output that is more yellow or white/yellow than pure white or blue. The lower temperature light will penetrate fog and rain better.
Of course if all you want is "bling" that's different
