Question I got my new wheels on and an alignment and now the steering wheel vibrates at 70 mph

Is it possible that one of the front wheels may still be out of balance?

that's what I thought - the place that mounted the wheels didn't have the new fangled kind of balancer that Discount uses

I'll second that. When I got my new (used) wheels with pre-mounted tires...I had that exact same vibration. When I got new tires to replace the old ones it went away. I watched them balance the wheels perfectly at NTB.

Make sure you didn't get an out of round wheel either. Most likely it is just balance, but better safe then sorry.
