Hey, I know applications.

First off, try a free program or two. The GIMP is a great graphical program almost equal to Photoshop. The catch? It is a Linux program & it doesn't support GIF's because it is a format you need to license to use (honestly). The good part? Some insane guy decided to try to port it to Windows and it works pretty decently. On complex stuff it crashes, but on sinple stuff it is a gem. Check it out here.

The next best thing is Paint Shop Pro from Jasc Software (get it here). It is $99 in the end, but also a very good and very capable graphics suite.

Other in the line that'll run you more cash but as also good are Corel Draw, Photoshop, and Macromedia Painter (though Painter is more for drawing by hand).

IMHO, Photoshop is the king of graphics suites, but $600 for it is rather steep unless you're a professional.

8Complex is right (what does that mean anyway?) For the price and functionality PSP is the way to go. Ver six includes support for Photoshop filters, digital cameras, and pressure sensitive tablets (it also comes with Animation shop, which among other things, makes animated gifs. Not a bad alternative to Photoshop, though I will never give up my Adobe Programs! Depending on what's going on, PSP can be MUCH easier to use than Photoshop, though Photoshop is much more robust. I'd go with JASC PSP.
