Unhappy dumb fog light cover question

My brother in law brought me back some clear fog light covers for my Impreza..

okay..now the dumb question..

Where do the covers attach to? Do the covers use the screw that holds in the fog light or a separate screw? If a separate screw (this covers didnt come with anything) what size and thread ?

I thought you had to make a seperate hole for it, but I might be wrong (I've only seen them on a car once). Personally I'd look into using industrial-strength velcro.
