I believe that it is when you use the "heel toe " method of downshifting while driving...

It's probably in the archives or something, cause it's been asked before, but if not...

It's when you're slowing down and downshift, in order to do a smooth downshift, you want to match the speed of yuour engine to that of the wheels and drivetrain. you press the brake with the ball of your right foot, while simultaneously "blipping" the throttle by rotating your right foot counter clockwise, thus hitting the throttle with the right edge of your foot.

actually, there is alot more to it, but that's basically the gist of it...

Try a search for a more detailed description..

just kidding
Heel Toe is for a quick way of rev-matching while going through turns, so as to not lose tire traction while downshifting at the tires' limits. I really couldn't do it justice by trying to explain it here, but recently in the Tech forum, someone linked to another thread where there was a 4 page description of rev-matching, heel-toeing, double-clutching, etc. VERY informative.
