There is a huge difference...
Man breasts tend to be soft and flabby even drooping in the worst of cases.
Bitch tits on the other hand my be fatty deposits that most often are firm and sitting on top of well developed muscle and also accompanied by nearly constant erectile nipple tissue which most often is unusually sensitive to touch.

Bitch tits can be reversed via elimination of anabolic steroids and/or lipo suction wit no visually apparent signs that they were ever there.
Man breasts on the other hand tend to result in loose skin that does not reatin its shape amidst dieting or even liposuction most often requiring actual removal of the skin and underlying tissue and/or realignment of the nipple (aka a 'boob reduction') to present a more normal & realistic pectoral appearance.

The two at a a glance may appear similar, but they are not the same.

The scientific name or bitch tits as a result of anabolic steroid use is gynocomastea, and if left untreated will form a hard lump directly underneath the nipple. This also happens in adolescent boys during puberty but tends to go away unless some undue trauma is done to the area. For example, if you were a child and played hockey and got hit in the chest a lot when you had your gyno, those lumps might become permanent...
