Default Vibration at High speeds

I have an '04 WRX Wagoon w/ 7K miles and I've been getting a pretty obvious vibration from 80-90 MPH. My tire pressures are good and I just rotated the tires with the same result......

Tire are sumitumo HTR+ 225-45-17's on Sport Edition Fox 2's

could this be caused by alignment issues (cars new) or balance issues? (rough winter in New England)

The vibration goes away after 90 and below 80....

any input?

Sounds like balance issues to me.
