Default "film" on bug eye headlights

I have this cloudy "film" on my '02 headlights, and I can't tell if it's on the outside of the light, or maybe water got inside the light? I have tried to use a mixture of Simple Green and water to clean the plastic lens but the film is still there. Any ideas? I have never taken off the headlights, I only have Jun eyelids but they just use double sided tape.

I see this on most cars with plastic headlight covers - you should be able to polish it off with a decent plastic polish.

T-WREXX: Did you use the right mixture of johnson baby shampoo and water? If not you might have used too much soap and it has dried and left a residue in it.

I'm almost positive it's not residue from soap, and like I said, I used some Simple Green mixed with water to try and get it off. It's almost like the residue in on the other side of the plastic. Well, maybe I can just take them off and open up the light. That would also give me a chance to paint the chrome part of the light housing black, I've been wanting to do that.
