Default With an obd scan tool, can you read fuel pressure?

I have seen tools that say they will but the question is fuel pressure available on a WRX.

No. Not even a Delta Dash will display actual fuel pressure, it is not monitored by the ECU.
The DD does display the fuel pump duty cycle but that's about it. If you really need to see fuel pressure you'll have to install a gauge.
